Code has copyright in the main program #5

USGS does not copyright its code, so the copyright statement should be removed. Also the following needs to be updated. And what is the deal with the PERCEL bug? Does this still exist? What is sub-time stepping?

C--There appears to be a bug when PERCEL (ADV input file) is set 
C--to something that causes sub-time stepping.  Mass is not      
C--conserved in this scenario and may need to be addressed before
C--code is distributed.
