Create hosted CSV files for lookups and refs

• [x] Create a CSV stored in AGOL for each IU-specific lookup.
• [ ] IU-specific lookups: create a feature service containing a table for each lookup. Sarah has a Python script to update the hosted CSV's from this feature service.
• [x] Shared tables lookups: Sarah will work on Python script to export from SQL db to hosted csv's

For IU-specific lookups, we will start by just creating CSV's and storing them in AGOL. Since they are unlikely to change often, it may not be worth creating a feature service for these - we can manually update them as needed. For ref tables such as FieldSeason, we will need to create both a CSV and a feature layer so that we can add entries to this more easily (likely through S123). It is fine to start with just a CSV though - we don't need to put ref table feature layer too high on the priority list.
