Update package dependencies

Update all dependencies, except primevue (for now), because it needs more time to fix the whole FE and its components from primevue.

As of Tailwind CSS v3.3, the @tailwindcss/line-clamp plugin is now included by default. Remove it from the plugins array in your configuration to eliminate this warning.
@intlify/vite-plugin-vue-i18n is deprecated and uses vite v3, the new plugin is called @intlify/unplugin-vue-i18n
- The flags "compositionOnly" and "defaultSFCLang" is by default defined, so we do not need them.
- But @intlify/unplugin-vue-i18n make problems, and is not urgently needed, therefore I removed it. It was used in the early vite state, where vite was not able by default to compile all stuff in an optimal way.
We need to increase the node version, as some dependencies uses a higher node version
Remove option "defaultLanguage" from createI18n call, because this options does not exist
Change postcss config file from CommonJS to ES-Module Syntax, because the CJS build of Vite's Node API is deprecated.See https://vitejs.dev/guide/troubleshooting.html#vite-cjs-node-api-deprecated for more details.
@typescript-eslint/eslint-plugin@7.10.0 und @typescript-eslint/parser@7.10.0 uses eslint@^8.56.0, therefore eslint is not updated to its lts version 9.3.0
Move "licensee" package to devDependencies, because it is not used at runtime.
