and removed the create_default_roles that it will be done only when creating user but the user_tool hopefully after the F.E will be update

and updated the dal Need to wait to for the dal to create the new packate

Should fix:

BP-1024: Backend, object is not JSON serializable followed by Segmentation fault
BP-1028: Backend restarting and UI test failling
BP-1032: User with admin role can not login to the system
