Add instrumentation utility #140

As deployed in issue #98, this has proven very useful in isolating hot-spots in the code. There are additional trouble-spots to be found; finding them is easier if this is in the code-base, instead of being cut-n-pasted for each experiment.

Closing; I think the correct thing to do is to copy the branch linas/measure as a distinct branch in the MOZI repo, rather than putting stuff in master.
