Ocean/new phaeocystis in BGC_module and Registry_ecosys cleanup #1485

this PR updates the BGC interface to allow for latitudinal dependence of parameters to support the new NH/SH Phaeocystis capability in the columnized BGC_module. it also includes changes to Registry_ecosys.xml that adds/corrects units for a large number of diagnostic variables, and adds new diagnostic arrays associated with calculating the ocn-atm CO2 and O2 fluxes.

Passes nightly regression suite on grizzly with gnu/opt and intel/debug. All bfb with previous commit, as expected. I still need to test a BGC case.

@maltrud does this require any corresponding changes within E3SM?

@mark-petersen : no, this only affects mpas-o, no namelist or config changes for E3SM. and fyi, bgc changes will not be bfb.

Successfully runs ecosys_60_layer with both gnu/opt and intel/debug.
