Add stiffness factor field for HO velocity #1507

This merge adds a 2d stiffness factor field that is used only be FO velocity. It also removes all usage of enhancement factor in the code (after briefly implementing a 3d version of the enhancement factor). Thus the stiffness field is only used by the FO velocity solver, and no other parts of the code. This merge requires an updated version of Albany to build.
