Previously tracer advection and vertical thermal evolution were independent, but it was easy to forget to enable tracer evolution when turning on thermal evolution. This merge forces tracer advection to be activated if thermal evolution is enabled.

Closing because I moved these commits to #1503 so the EISMINT1 test for temperature could be run successfully within a single branch.
