Update dependencies for mpas_geometry_utils.o to fix parallel build of operators #1531

This merge adds a missing dependency on mpas_vector_operations.o to the mpas_geometry_utils.o target in the operators Makefile. Without this dependency, parallel builds of the operators may fail.

@matthewhoffman I've (almost) randomly chosen you as a reviewer for this PR. The bug should be easy to see by inspection as should the necessity of the fix. I know you all are rather busy today, but if you have a few minutes, this PR may be nice to have in develop before we create the release-v6.0 branch.
