New Ocean test cases

After #28 there are a number of additional tests to be added to compass. Here is a list to help us keep track. Almost all have been created and tested, but are in MPAS-Model branches and the old COMPASS format.

General

• [X] Merry-go-round tracer transport test: Imposed x-z circulation with exact solution for tracer advection (see #108 for merge into compass legacy)

@mark-petersen, while I'm hoping not to have any new test cases in v1.0.0, what can I do to help move these test cases forward in v1.1.0 and beyond?
