Cap `landIceFraction` at 1 #804

We need a method to cap landIceFraction at 1. We are currently getting values that are as much as 2.5e-12 greater than 1 and we want to cap it to 1.

An example from the mesh from #753 where we have landIceFraction = 1 + 2.5e-12: problem_land_ice_frac
