Update E3SM-Project submodule

This merge updates the E3SM-Project submodule from 31e0924 to 8939709.

• [ ] (ocn) https://github.com/E3SM-Project/E3SM/pull/6454 - Same tests are non-BFB as in https://github.com/E3SM-Project/E3SM/pull/6310 because this fixes a bug introduced in that PR. A test with https://github.com/E3SM-Project/E3SM/pull/6310 but with the bug fix cherry-picked shows BFB results (as documented in the E3SM PR).
