<Workers hours> Time dropdown should start with low number #171

Time starts with high number, not low. Was confused for a bit. Maybe for UX it's better to start with low number?

i suggested we start at 12:00 and decrement to 01:00

i like it the way it is personally. but i would suggest the drop down drops up instead of down in terms of direction
