MPoL with Pyro tutorial #173

When complete, this PR will incorporate a new large tutorial demonstrating how to use MPoL with Pyro to fit a parametric model to the AS 209 DSHRAP data presented by Guzman et al. 2018. This will close issue #33.

Instructions for building tutorial locally, on a GPU-enabled device:

checkout/pull branch
cd to docs/large-tutorials
run make, should build/update .ipynb files from .md files
cd to docs
run make html to build all docs with Sphinx
