Instead of breaking dead cow when you point at it, the character hits it. Even the creative mode doesn’t help, you have to use the set command. Also, the cow spawned all four times on trees or mushrooms (I live between the dark forest and megataiga biomes). The knocker appeared next to the cow only once. Also, the cow event appears more often than all other events combined. I would turn it off completely if it were possible.
