Moved nuspec Added GitHubFlowVersion Removed nuget.exe from source control

Failing because it's confused about which Diagnostics dll to use. We'll fix that by merging the other PR (but this needs to go first).

I'm happy with this - just the two questions (is the other PR ready to fix the build and what do we do about versioning from this point).
