[x] Investigate .install files referring to non-existing files e.g.

libmrpt-tclap2.2.install: usr/lib/libmrpt-tclap.so.*

-> Solved: it's due to outdated code here. -> fix it.

[x] update debhelper to v13 (and test generating from a pbuilder chroot)
[x] Finish port to gbp: remove "debian/*" from the upstream repo, simplify cmake install scripts not to take Debian builds as special, etc. This includes removing CMAKE_MRPT_USE_DEB_POSTFIXS uses.

Both the .install and debhelper points are things to be fixed in the salsa repo, not here.
