Distortion of circles at scales of -1 .. 1 when flash is forced #570

What steps will reproduce the problem?
1. View the attached file with flash forced

What is the expected output? What do you see instead?
Expect to see perfectly circular concentric circles
Instead I see distorted curves

What version of the product are you using? On what operating system,
browser, and version of Flash?

SVGWeb Owlephant, Linux, Firefox 3.6, IE 6,7,8, Flash 10.1

Please provide any additional information below. Reduced test cases are
always appreciated!

badcircles.svg contains the offending code
badcircles.png displays the issue
