Move container recipes to main repository #20

As discussed in #14.

Changes to correspond to MRtrix3/mrtrix3#2279.

Note that in the PR preview the diff is slightly misleading: this is a straight move of minify.Dockerfile to Dockerfile, with the old Dockerfile being deleted due to its move to the main MRtrix3/mrtrix3 repository.
