Fix JupyterHub password login. #124

It appears that PNNL's new AWS firewall changes have broken login. Now we get this error: [W 2023-07-17 16:40:37.159 JupyterHub [W 2023-07-17 16:40:37.159 JupyterHub web:1852] 403 POST /hub/login?next=%2Fhub%2F (::ffff:10.15.137.157): '_xsrf' argument missing from POST

Zoe fixed this for msd-live login. Need to check if it works for the dummy authenticator login.
