add lifecycle rule to inventory bucket to wipe

aws recommends setting up lifecycle rule as follows for the inventory bucket since we don't need to pay to store all that for longer than a couple days.

i question if its worth adding all that via cdk or just adding the lifecycle runs via aws console (web ui) after the fact
