With the Deployment Platform drop down set to "Download Only", it is not clearly communicate that package will be generated anyways. It is implied that it will only download the selection to the path specified by the Download Path in the Common settings window.
In addition to this when no package path is specified and left blank the package that is generated is sets the package path to whatever is generated as the folder structure past Download Path.
