Getting the same in my log too.
As i just verify the packages names, they start with "Hewlett packard" and not "HP" if that might be the issue.,..
I went and ran my "update driver" task sequence available for all clients and it works (not using RESTAPI this one i believe)

just to note, i am using an older script to get it to work: Invoke-CMApplyDriverPackage Version 2.1.8
that one uses the webservice rather than the REST API.
Using the new 4.07 and 6.4 9, you'll need to delete all your packages and download them again. It will tag them and put them in a new HP folder in ConfigMGR. You can also use the new script and run the debug commands manually for a particular model.
