[Dev] Automatic sync with live website #41

Slight duplicate with #11 Should be standard for all dashboards

  1. Data manger enters data.
  2. Data entered is backup to a server
  3. Data is pushed to non data manager dashboard OR
  4. Only data manager has offline version and (password protected) online version created for viewer (easier for dissemination)

Add all to shared oneDrive folder (GIS.MU)? to be synced locally.
