event and report geographical definition discussion #209

As well as thinking about how these are defined, think about how they evolve over time (does it make sense to edit the event if the event is defined as set of reports, etc.).

event geoselection as a box, not a point

@LucieGueuning per contract and in the absence of any other discussion above, events are now boxes. How this works is as well as the point selected on event creation, the map extents are also saved i.e. if you zoom in first, then double click to create, the box includes whatever is shown along on the map, and the point double clicked on is still saved. This is then used on events maps (main one and edit maps x2) if no reports are in for that event for events created using this new code. Old events without bounds are still displayed as before, i.e. centered on the point, with a reasonable amount of surrounding area. And as reports come in, the event maps evolves to include the reports plus some surrounding area.
