This will affects balance quite a bit for weapons like axes and low to mid game mobs. Maybe replace it with a crit chance instead, but that's further down the line.
Might be worth considering to just default to 100% accurate hits, treating any accuracy over 100% as crit rate eventually while still allowing things like the lightning debuff to have it's intended effect.
