Scaling of the application doesn't seem to work on higher resolutions

At 4k trying to load full screen at 1080p doesn't re-scale properly.

As identified by Chalkdown:

May be linked to Scale and Layout settings on Windows. Screenshots above taken with windows scaling set to 175%. With it set to 100% the bug doesn't occur.

Inventory and some UI elements (chat and combat log) also scale oddly according to the Windows Scaling %

Moar update. If you resize the game window while playing (by dragging corner of the window) it'll break some graphic effects and some things will not update&resize to the new window. Are we able to restrict that and make the window non-resizeable?

Couldn't get a picture of this one, but if you resize while on character select or certain other times, your mouse will re-center on every frame causing you do endlessly resize the window smaller and smaller and smaller. Have to force quit and restart the game if this happens.

The health and mana keep getting pushed down as the resolution goes up. I believe the text is a set number of pixels from the bottom up, and should use a percentage instead.
