Add feature to use previous estimates to contraint fitting

When fitting models to new data, use previous estimates from independent data, and contraint parameters for new data to be only fit within a particular range of the previous estimates.
This range should be set flexibly by the user
This should be achieved with a new entry point. The user can add the path to the previous results as a flag --prior. The user can also set the new range of considered values around the old parameter value.
