Use Go workspaces instead of referencing our own code in go.mod

Fixed in https://github.com/MShekow/azure-pipelines-k8s-agent-scaler/commit/1dd9ad9cda7e837f686a3b838a2b7d8d0059bf63 simply by not using sub-folders with main.go
