with MT-CTF#10 you can /rules and get the privs back this stops you from that and not been kicked when pressing okay button in the rules formspec

I think it's fine as it is right now. If a rulebreaker runs /rules, agrees to them, then proceeds to break the rules we have grounds for serious punishment
