Limit private messages per day #513

We're getting lots of spam in the form of private messages so we should add some limitations when sending pms. General idea is to add two limitations in number of pms per minute and number of pms per day, and that these limitations depend on users uploaded or downloaded sounds (so uploaders can send more messages than downloaders, and finally non-uploaders non-downloaders can send very few mssages).

I just came across this old ticket and seems very relevant now and could quite well solve our current problem, so i'm bumping the issue. @ffont perhaps this got lost; is it a useful implementation still?

Hmmm I think we did implement something like that... but si should double check. If not, that makes total sense.
