Georgian [to English] does not work #15

Georgian to English translation does not work.
Use, for example, this page:
http://www.president.gov.ge/index.php?lang_id=GEO&sec_id=215

Franker alerts "no translation received", but http://translate.google.com can 
translate this text successfully.

"Frankate Page" also works with Georgian.

While I've tried translate to English only, I assume it does not work to other 
languages as well.

Assumption: can be related to characters escaping.
