Migrate mysql from ec2 to rds #2

We need to either increase our ec2 storage space or migrate Mysql from ec2 to RDS since ec2 is experiencing storage shortage that will prevent new features from being deployed.

I have tested the RDS connection using dev, But we need two people working together to change the database configuration of the PROD
