Pressurise state machine alternate valve 2 and exhaust valve #19

When reducing the pressure the exhaust valve remains open and valve 2 pulses. Instead valve 2 and the exhaust valve should alternate. Neither one open at any one time. This is to reduces any air from ever entering the system.
