Create a form for civic orgs to submit projects. Allow them to include current project status, an existing repo (if available), and whether they need sponsorship.

Tasks

[ ] Project endpoint
[ ] Form with optional elements

Should this be an update to the existing "Submit a Project" form or an entirely new form?
