Create a section for users to discover projects to sponsor or work on. They should be able to view project information and express that they're interested in specific projects. Should be filterable to show only projects that need contributors or sponsors, etc.

How do we know who is expressing interest? We can take email (and store as a cookie) whenever they submit their initial form. In lieu of true authentication, this would allow some basic user patterns.
