Set minimun font size and enforce my chose fonts

What steps will reproduce the problem?
1. Click "Settings -> Appearance"

What is the expected output? What do you see instead?

In these settings, it's only possible to set the font type. It would be
nice if the following two settings would also be possible:

1) Set a minimum font size so that pages cannot choose too small fonts.
2) A setting to force pages to use my font settings instead of their own
(much like "Allow pages to use their own fonts" in the fonts settings of
Firefox).
