Cygwin filesystem root gets wrong #69

What steps will reproduce the problem?
Start PuttyCyg with specifying c:\cygwin\bin\bash as a program to launch. 

What is the expected result?  What happens instead?

Expected: a working Cygwin shell. 

Instead: bash does start, but `cygpath -w /` prints my Windows home directory, 
instead of c:\cygwin. This means that virtually none of the regular cygwin file 
system is accessible in the usual way, and programs don't work.

PutTTYcyg version: 20101029
Cygwin version: 1.7.13(0.260/5/3)
Windows version: Windows Server 2003 R2 SP2

Note: Cygwin works as expected if invoked through the terminal which comes with 
it. Also, I installed Cygwin without Admin rights - I don't know whether this 
matters, but the previous note still applies anyway.
