Fix pulling of IP blocks #108

using blocks vs. log events as log events will not get rangeblock redefined flawed approach for checking for IP, now converts into a long (if possible) and makes sure it's numeric redefined what is checked for blocks to be valid. errors could be thrown, but fatally be left hidden this script really needs some error triage and end user notifications about them regarding non-existent blocks

Yes it was breaking utrs (you can see my commits there) and i used all cases to test it to make sure it worked for us. Its how i found it was broken in the first place. Be happy to explain anything as needed. Ill be around tonight.
