Please see video. When the on-shore cargo fluid module is full, the "arms" retract. When the module gets just a small amount of free space, the animation plays, sucks up 1-2 units, then retracts. If the amount of fluid is again reduced, the animation skips around.
I suggest fixing this by playing the animation once, and don't "retract" the arms until the cargo ship section is empty. Instead of monitoring the fluid module, monitor the cargo ship section.
