Tree harvesting problem #1473

Issue description

In order to control where harvested trees are taken/stored, I created a forestry control tower. I already had an area selected for tree harvesting. I set the forestry control tower area to the area selected for tree harvesting. I then assigned the tree harvesters that were already harvesting trees in the area to the new tower. The harvesters promptly went to the foot of the tower and stopped working. I then attempted selecting a new area but got the same results. I suspect that it may have to do with the tree age since the trees in question were not planted by me. (Tree harvesting is working fine where I planted the trees myself.)

Reproduction steps

1) Create a forestry control tower. 2) Set it's area to an area that contains trees still existing from the original new map (not trees planted by a tree planter). 3) Specify an area to harvest trees within the forestry control tower's area. 4) Assign a tree harvester to the forestry control tower and trucks to the tree harvester. 5) At this point the harvester and trucks parked at the base of the control tower and I could not get it to go harvest the designated trees.

Since submitting this issue I found out that the problem was me attempting to use the tree harvest designation tool instead of the edit designation tool (which I had assumed applied only to tree planting). With mining, a mine control tower is in charge of any areas marked for mining within the control tower's set area. I see this as an inconsistent and confusing mechanic compared to the forestry control tower. The warning message that some areas have been marked for mining that are outside the control tower's set area is annoying and can result in hunting to find the problem. I think it would be good to tie the active area (or designation) to the tower and not allow an area to be marked outside the active area. Also if a control tower is destroyed or its active area changed, the marked areas that are now outside the tower's active area could be automatically unmarked for mining or logging.
