Groundwater pump and "Resource depleted" #1611

Issue description

When building multiple groundwater pumps and the "groundwater deposit" is depleted it seems not all pumps are operating at 40% throughput.

Difficulty setting: "Pump out of water" = "Reduces throughput"

If it's intentional, the description need to update. Otherwise there may be a bug where only a few pumps works at the same time

Reproduction steps

  1. Set difficulty setting: "Pump out of water" = "Reduces throughput"
  2. Build multiple groundwater pumps on single water source
  3. Deplete water source
  4. Observe operation

Adding my save in case it's not reproducable.

bild Paused all my other pumps, but 3 out of 4 pumps is running, but they do not run 100% uptime.

It looks like the developers forgot to make endless water. "WAITING FOR PRODUCTS" shouldn't appear at all with this settings.
