importable python packages & sphinx docs #8

Semi-automatic sphinx docs, initial working version. This required to make a setuptools wheel for the python packages, to make them importable

Changes:

add first version of sphinx docs in folder docs
some modifications to import.py (moved to scripts/import.py)
setup.py to enable pip installation of packages
