fix for phpunit testing

Changes:

• adding dependencies for running unittests with php, versioning is similar to CI in mediawiki
• consideration is to move this to require-dev an set the dev build correctly that only dev-build has unittests

Installing dev requirements only within docker dev build causes several issues, like this. For simplicities sake i suggest to install php-unit in dev requirements in the main image for now. :
