Deactivate backups in local dev #366

Issue description: By default, backups should not run in local development. Otherwise, this might cause local storage issues.

TODOS: Add env variable to deactivate backup in docker-compose-dev.yml

Ok, turns out there is already a variable for this. Just improved the documentation: https://github.com/MaRDI4NFDI/portal-compose/pull/367
