Fix portal-compose CI

Describe the bug Backup tests fail when pushing into portal-compose.

The following tests fail:

Test that the database can be restored from XML backup

• Test restore XML FAILED: Could not restore wiki at wikibase-docker.svc/wiki/Main_Page.

Test that the uploaded images can be restored from the image backup

• Test restore images FAILED: deleted file was found at wikibase-docker.svc/w/images/c/c2/Test_image_backup_TO2ZQtiT.png.

Expected behavior Checks pass successfully
