This is more an Nvidia issue than a ColorControl issue. Officially the HDR10+ mode is only used for games and is not meant for the desktop (may change in the future?). You can try enabling the "Apply on startup" setting on the preset. But this will work better if such a preset is called from a Samsung controller preset (with trigger Startup) because then it is executed when the display is active.

In my case, the "Apply on startup" option is already enabled. I am using an RTX 3090 and a Samsung S95C TV. When Windows loads and I log in, it is only in HDR10. If I click on the color control icon and bring its window to the foreground, only then does it apply HDR10+. Should it work this way?
On an Nvidia RTX 3060, latest drivers 552.22:
HDR10+ is an accepted setting, but on restart it goes back to HDR10
