Implement header navigation using PrimeVue's MenuBar: image

Add a menu for external links next to Lawnotation's logo: image

Add a menu when clicking on the user: image

The link to settings button currently links to the non-existing /settings page

With the latest commit, the settings menu-item has been commented-out so that this branch is theoretically mergable. Later, when the /settings page is created, this menu-item can be uncommented and reintroduced. The user-menu now looks like this:

I definitely like the look. However, I'm missing a menu item for Labelsets and I don't like that the basic design doesn't show which menu item is active (what page you are on).
