Update: I subsequently successfully submitted the drug set below, which has a much shorter URL, and a success message was displayed; this supports my suspicion that it is the length of the URLs above causing this problem. I also successfully submitted (with success messages displayed) several additional drug sets beyond the one below, each with a brief URL.

Since the decision was made at today's lab meeting that this issue won't be programmatically resolved, one suggestion is to at least display an error message when the user attempts to submit an excessively long URL -- currently, all of the boxes in the drug set submission form turn green upon such an unsuccessful attempt, which seems to incorrectly indicate successful submission, so at least alerting the user that their URL is too long, and that they should generate a tiny URL for it, would be helpful...
I'm attempting to submit the drug set entry below; when I click the Submit button using either Chrome or Firefox browsers, the fields of the submission form show a green outline, but no success message is being displayed. This is in contrast to numerous successful submissions that I had made earlier today.
I suspect that this issue might be due to this paper having an unusually long URL (319 characters); unfortunately, an alternative, shorter URL for this paper doesn't seem to be available. I could create and submit a tiny URL for each excessively long URL, but I would instead recommend trying to correct this problem with the input form, as other users likely won't do this for their long URLs.
