I gathered some interesting stuff : https://github.com/sakamies/Lion-CSS-UI-Kit Looks great, uses HTML/JS/CSS, is free and open-source... but it's still far from what we're looking for (see "Wish List" in the roadmap) As @tschundeee seems to know HTML/CSS/JS quite well, he may start working on this - if he's interested, of course.

I will be releasing this soon. It could serve as a boilerplate because angularjs is already included.
